Authorization and changelist servers

As an alternative to the multi-server options at Deployment architecture, it is possible to centralize these functions with specialized servers that have a shared user base. Two use cases are:

• to simplify user authentication with centralized P4AUTH
• to guarantee unique P4CHANGE change list numbers across the organization
