The Go To->Client List command will bring up the Client List page. This page lists all clients known to the Perforce server. Clicking on a client name in the List Clients page allows you to view its client spec.
To modify a client spec, your current client must be set to that client. Use Go To->Settings to change your current client, then use Go To->Edit Client to modify the current client spec.
